副词修饰副词
美国传统大词典上对“副词”-“adverb”的解释：
An adverb is a part of speech comprising a class of words that modify a verb, an adjective, or another adverb。
例如：I push the door very hard。
在这个句子中very和hard都是副词。hard是修饰push这个动作的副词；而very则是修饰hard这个副词的副词。
当副词修饰副词时，有三种情况。
1、前一个副词一般为“程度副词”，后一个往往是描述性副词（例如：very/pretty/quite/rather）。

程度副词：
程度副词的特点程度副词用于表示程度，常见的有almost,fairly, pretty, rather, quite, very, much, too, greatly, nearly, half, highly, awfully,
deeply, partly, perfectly, really 等。
(1)exactly程度副词主要用于修饰形容词和副词，有的还可修饰比较级(如much, rather 等)和最高级(如quite, much, almost 等)。如：Houses are much
more expensive these days。
如今的房价贵多了。
This is quite [much] the most expensive radio here。 这是这里最贵的收音机。
(说明:quite 有时也修饰比较级，但只用于quite better(身体康复)这一表达。
)
(2) 有的程度副词(如quite, rather, almost等)可修饰动词，但有的(如fairly, pretty, very等fairly, pretty, 则不能修饰动词。如：I quite agree with
you。
我完全同意你的意见。(不用fairly, pretty, very)We rather like the film。 我们很喜欢这部电影。(不用fairly, pretty, very)
(3) 个别的程度副词(主要是quite和rather)还可修饰名词(注意词序)。
如：It’s quite [rather] a good idea。 / It’s a quite [rather] good idea。 那
可真是个好主意。
若此结构中没有形容词，则 quite 和 rather 则只能放在冠词之前。
如：It was quite [rather] a success。 那事相当成功。
2、副词重叠：两个副词之间没有任何关系，只是增强语气。
例如：very very(相当于汉语中“非常非常……，太，太……”的语气句)
3、固定用法：这里两个词组不能拆开，只是作为一个短语适用
例如：You were rude to say that to your father just now。
just now不是just修饰now的问题，而是一个固定用法，表示“刚刚”。
almost overnight,副词修饰副词，表示“几乎一整夜”。

主语是scores of tent villages，谓语是bloomed（如遍地开花般），"tended by international aid organizations, military personnel and aid groups"
修饰"region"，"working day and night to shelter the survivors before winter set in"修饰"international aid organizations, military personnel
